The goal of the strategic development of the university is to achieve a high level of educational standards, global culture, advanced research and development of the spirit of internationalism on the example of successful European, American and Asian universities.
In 1999 and 2009, Ph.D. these were defended by citizens of America and Germany for the degree of Doctor of Philosophy in Economics and Medicine. IUK diplomas have been recognized in these countries.
The Higher School of Doctoral Studies (PhD) was opened at UNPK MUK on September 1, 2013 on the basis of Decision of the Academic Council No. 7 of April 16, 2013.
In accordance with the National Strategy for Sustainable Development of the Kyrgyz Republic for 2013-2017, by Order of the Ministry of Education and Science of the Kyrgyz Republic No. 733/1 of 12.12.12 “On the organization of an experiment on the development and implementation of doctoral programs (PhD)”, the working group developed Temporary State Requirements for universities implementing pilot doctoral programs (PhD) of postgraduate professional education.
An Interim Regulation was developed for the implementation of pilot doctoral programs in postgraduate professional education (PhD). In 2013, the IUK received a license from the Ministry of Education and Science of the Kyrgyz Republic (No. LG130000028), for the implementation of experimental educational programs and for the degree of Doctor of Philosophy (Ph.D) in economics, business management and public health.
The aforementioned PhD pilot programs have been launched at the IUK, and other different universities like: BFEA, KSUST. N. Isanova, KNAU named after .K.I.Skryabin, KNU named after.J.Balasagyna (IIMOP) and KSTU named after I. Razzakova. Subsequently, another university was included in the pilot program — the Academy of Public Administration under the President of the Kyrgyz Republic.
The staff of the Higher School of Doctoral Studies (PhD) and teachers constantly undergo internships at local and international levels, trainings and actively participate in international conferences and seminars.
For the 2016-2017 academic year, admission to doctoral studies (PhD) is carried out in the following specialties:

- Pedagogy(Teaching)
- Law
- Ecology of Nature Management
- Geography (Tourism)
- Philology (Linguistics)
- Philosophy
- Information Technology
- International relationships
Time for study: full-time, 180 credits (ECTS) for 3 years.

The applicant must have a Master’s degree or a specialist diploma (5 years).
- Statement (Appendix 1)
- Passport and copy of identity card
- Brief substantiation of the preliminary topic of the dissertation
- Written consent to the scientific management (in free form)
- Application form in electronic form (Appendix 2)
- A copy of the work book certified by the personnel department
- Copy of all documents of higher education, notarized
- A copy of the certificate of passing the test in English, notarized
- Four color photographs measuring 3.5×4.5 cm
- Medical certificate in the form of 086-U
- List of scientific and scientific-methodological works (if you have)
